How a scenario branches

The story converges. The consequences don't.

Six injects play out in sequence. At each one, your team picks one of three options — and all three choices lead into the same next inject, so everyone follows the same narrative. What diverges is the cost: every option moves public trust, operational capacity, threat containment and £ spend. The trajectory of those metrics across the run decides which of four debrief ratings — excellent, good, adequate or poor — you land on.
