Cutscenes, decisions, outcomes — and how your scores move.
The flow
- Cutscene — a beat of story that gives you new information.
- Decision — pick one of several options under time pressure.
- Outcome — see the consequences before the next cutscene.
The three scores
- Public trust — how stakeholders, customers and media perceive you.
- Operational capacity — your ability to keep delivering services.
- Threat containment — how much of the incident you've actually contained.
Each choice shifts one or more scores. The branching is real — different choices lead to genuinely different paths through the story.
The CLEAR Decision Loop
Every decision is structured around a five-stage loop: Context, Likelihood and impact, Edges and constraints, Alternatives, then Respond and review. A small tracker on screen shows which stage you're in. Use it to slow down and think.
